Threatened by community identities, states try to eliminate cultural diversity

States historically have sought to establish political legitimacy through nation-building strategies that promote loyalty and obedience. In culturally diverse societies, this often involves policies of assimilation or integration aimed at reducing cultural differences. Assimilation policies suppress ethnic, religious, or linguistic identities to create a uniform national identity, often by centralizing power, imposing dominant languages, legal systems, and cultural symbols. Integration policies allow cultural differences in private but restrict public expression to a common national identity. Both approaches assume a singular national culture, usually that of the dominant group. Such policies can alienate minorities and intensify identity conflicts. The United Nations Development Program (UNDP) report of 2004 highlights these strategies and their consequences. India, however, represents a successful example of a nation-state that has maintained strong unity without enforcing cultural homogenization, instead recognizing and protecting diverse community identities within its constitutional framework.
